KUALA LUMPUR, Nov 11 (Bernama) -- A total of 973 tear-gas canisters costing RM89,000 were used to disperse the anti-Internal Security Act (ISA) illegal demonstrations on July 31.
Home Minister Datuk Seri Hishamuddin Tun Hussein said 663 policemen were deployed during the demonstrations while 442 were on standby at various locations around Kuala Lumpur.
He said 182 Federal Reserve Unit members were also tasked with dispersing the demonstrators, while 22 traffic police officers and members were assigned to control the traffic flow at the locations identified.
"There were also 187 members of uniformed bodies on duty because of the demonstrations on that day," he said in his written reply to Teo Nie Ching (DAP-Serdang) in the Dewan Rakyat Wednesday.
Teo wanted to know the number of tear gas canisters fired during the anti-ISA demontrations and the cost incurred by the government, and the strength of the security forces and enforcement bodies involved in handling the demonstrations.

ISA: 'I Say Abolish!'

On this 22nd anniversary of Operation Lalang and with the Barisan Nasional government at its most defensive over the continued use of this indefensible suppression apparatus - the Internal Security Act - we would do well to ensure there is no compromise on the call by civil society for its total abolition.

Whenever the BN government has run out of justifications for its continued use of the ISA, it has sounded out its intentions to "review" this vile piece of legislation.
Thus, after the Communist Party of Malaya had signed the peace treaty with the Malaysian government in 1989, the then Deputy Prime Minister Abdul Ghafar Baba announced the intention for "ISA to be reviewed" (The Star, 1.12.89).
Again in 1996, after the concerted campaign by SUARAM society, the BN government announced that "the ISA would be amended to reduce the mandatory term of two years to maybe six months." (The Sun, 16.2.96)
In the current session of Parliament, we understand the government is attempting to introduce a bill to amend the ISA instead of abolishing it altogether in view of the indefensible record of the ISA since its enactment in 1960.
This law has been a too convenient a tool for the Barisan Nasional and its predecessor, the Alliance to put away opposition leaders and other dissidents, allowing the Special Branch to torture detainees with impunity all these years.
Incongruent with society
Anything short of abolition to outlaw detention without trial will not be congruent with "a society at peace with itself", those fluffy words in "Wawasan 2020". We base our case on the following:
1. There is no emergency situation
Although we know that none of the four Emergencies declared since Independence has been annulled, the fact remains that ever since the end of The Emergency in 1960, we have not faced any emergency situation "threatening the life of the nation".

The only crisis faced by the BN Government seems to be the possibility of losing control of the federal government after the severe drenching by the rakyat during the political tsunami of 2008.
It is perhaps the biggest scandal of post-Independence Malaysia that we have allowed one of the most draconian legislations in the world to be used for nearly fifty years during peace time.
It is ironic that the butcher of the Emergency, Gerald Templar had suggested the Emergency regulations be annually renewable or they should lapse automatically.
And even during the worst days of Apartheid, Nelson Mandela was allowed due process of the law; there was judicial review in South Africa all that time.
Then again, during the troubles in Northern Ireland in the seventies, the British government's detention of IRA suspects for seven days was ruled unlawful by the European Court of Human Rights.
Here we have had to endure the ISA that allows sixty days of solitary confinement when the detainee is at the mercy of the Special Branch with a renewable two-year detention orders.
An ISA detainee just released had been detained for eight years. Another released in 1987 had been detained for 16 years!
2. No justification for interim measure of review
In a moment of political gaucherie, Suhakam in its 2003 "Review of the Internal Security Act" suggested interim recommendations "in light of the possibility that the enactment of such a comprehensive legislation will take time..."
Interim measures needed
We know that the Attorney General's office works in mysterious ways; they can be quicksilver swift when it comes to laws the government wants to introduce quickly, yet painstakingly slow when it comes to legislation that does not fit their agenda.
For now, we do not expect the government to reinvent the wheel.
There exists in many countries today comprehensive legislation to deal with terrorism - the US, UK, Spain, Turkey.
All the government needs to look out for are the bits in their legislations that do not meet international human rights standards.
We are gratified, for example, to read the reformed former Prime Minister Dr Mahathir's recent denunciation of US treatment of their detainees.
The government can take the cue from Dr Mahathir and improve on any new comprehensive anti-terrorism legislation.
Suhakam has suggested various interim measures including reducing the two-year mandatory detention orders to three months.
We believe such amendments will only serve to prolong the injustice of detention without trial and simply allow the BN government to use the ISA in its new form.
3. Anti-Terrorism Laws in US and UK
Since September 11th 2001, the BN government has tried to justify the continued use of the ISA by pointing to anti-terrorism laws in the West, especially the US and the UK.
First of all, we should note that while these countries have experienced cases of terrorist bombings, Malaysia has not suffered any such incidents.
Still, these countries have not declared emergencies in the aftermath of the bombings.
Secondly, the US Patriot Act is only targeted at non-citizens. While it also introduced measures that erode the civil liberties of US citizens, detention without trial would certainly not be accepted by US voters.
'Not charged in open court'
In the UK, the Anti-Terrorism, Crime and Subversion Act of 2001 was also targeted only at foreigners.
After it was rendered unlawful by the European Court of Human Rights, the UK Government replaced it with the Prevention of Terrorism Act 2005.
Under this law, suspects are placed under "control orders" (more like house arrest) rather than detention orders.
And while ISA detainees are held for up to sixty days in solitary confinement, the limit on holding is 28 days in the UK, 2 days in the US, 5 days in Spain and 7 ½ days in Turkey.
4. ISA is punitive, not preventive
It speaks volumes that Noordin Mat Top the Malaysian who was alleged to be responsible for the Bali bombing and killed recently by the Indonesian authorities had never been arrested under the ISA.
At the same time, out of the 10,000 plus Malaysians who have been detained under the ISA since 1960, how many have been subsequently charged in an open court of law? We don't recall any.
This simple fact shows that the ISA has been used all along as a convenient yet insidious suppression apparatus of the BN government.
As a former ISA detainee and having undergone harrowing sessions with the Special Branch, it was clear that our detention under Operation Lalang was purely punitive and a deterrent to further involvement in social and political activism.
It could not have been preventive and I could not have been "rehabilitated" after 445 days of detention for the simple reason that I have spoken up and written more than I did twenty years ago.
Licence to torture
The whole notion of ISA detention being "rehabilitation" of the detainee is complete fantasy. You either come out of Kamunting Detention Camp broken or you come out more together, more determined to put an end to injustice and exploitation.
5. Ratify the Convention Against Torture
The current Parliament should instead be looking at the question of abuse of powers by the police and other enforcement officers especially after the demise of Teoh Beng Hock.
Suaram's 2007 Human Rights Report documents two cases of deaths during interrogation by the MAAC.
So Teoh's case is by no means unusual.
When so many cases of torture of ISA detainees by the police have been exposed and the latter still gets away with impunity, we can say the ISA gives the police a licence to torture.
The prime minister should prove his credibility as a reformer by implementing the most important of the recommendations by the Royal Commission on the Police, namely establishing the Independent Police Complaints Misconduct Committee.
More than that, his government should ratify the Convention against Torture to ensure that there is accountability and transparency in Malaysian law enforcement.
Without doubt, the ISA has been the most loathed law in Malaysia for nearly fifty years. The government would be misjudging the peoples' patience by amending it to another form.
"I Say Abolish" the ISA simply because detention without trial diminishes the rights of all citizens by giving the state powers that cannot be reviewed by the courts and corrupting standards central to the administration of justice.

SHAH ALAM: Former Internal Security Act (ISA) detainee and Hindraf lawyer M. Manoharan is completely free of the restrictions placed on his release.
Selangor police chief Deputy Comm Datuk Khalid Abu Bakar said he was informed by the Home Ministry that all the conditions for Manoharan’s release have been withdrawn.
No action would be taken against Manoharan when he returned (from Tanzania), DCP Khalid told reporters after officiating at a crime prevention programme at Universiti Teknologi Mara here yesterday.
He was asked to comment on the status of Manoharan, who is also Kota Alam Shah assemblyman.
When contacted, Manoharan’s wife S. Pushpaneela said her husband received a letter from the Home Minister on the day of his departure for Tanzania last Wednesday, saying he was free from the restriction order.
Thailand to impose Internal Security Act to ensure ASEAN Summit security

On Friday morning, the government led by Prime Minister Abhisit Vejjajiva and involved security authorities held a meeting to discuss about security steps to be applied to ensure law and order at the 15th ASEAN Summit's venues, Thai News Agency reported.
In mid-April this year, the ASEAN Summit and related meetings in central resort town Pattaya were canceled due to violent protests by thousands of members of the Thai anti-government United Front for Democracy against Dictatorship (UDD).
Thailand, which is the 2009 chairmanship of the Association of Southeast Asian Nations (ASEAN), will also host the 15th ASEAN Summit and related meetings during Oct. 23-25 in central beach resort town Cha-am and Hua Hin.
However, the ISA law will be imposed from Oct. 12 ahead of the start of the ASEAN Summit as it will be enforced until Oct. 27,army chief General Anupong Paochinda said after the meeting.
The ISA law will be imposed in nine sub-districts of Cha-am, while four other sub-districts in Hua Hin will be also under the ISA law's imposition, General Anupong said.
A combined security force will be deployed to ensure law and order there, General Anupong said.
Meanwhile, Deputy Prime Minister Suthep Thaugsuban, in charges of security affairs, said the government will not let anything to disturb the ASEAN Summit and related meetings as it happened in the past.
Also, Suthep said the government will impose the ISA law in capital Bangkok, if new rallies by the UDD protestors show a sign of chaos.
From Sept. 18 to 22, the ISA law had been enforced by the government at Dusit district in the center of capital Bangkok in a bid to ensure law and order during a mass anti-government rally by the UDD group on Sept. 19.
Hence, Suthep said the government can impose the ISA law again in Dusit.
The Thai-government plans to explain about the ISA law's enforcement at the ASEAN Summit and related meetings' venues on a state-run television on Friday.

内政部长希山慕丁今日宣布,备受争议的内安法令的检讨工作将包括4个事项,包括检讨缩短首60天扣留期、委任独立调查员及限制延长扣留的次数。希山慕丁指出,内政部首先将重新检讨内安法令的捕人定义,并要确定如何定义法令中所指的“危害国家安全”及“危害公共秩序”的元素。 其他正在进行探讨的方面则是,检讨缩短警方的首60天的扣留期、限制内政部延长扣留令的次数、以及委任独立调查官员进行调查。 希望下季国会提呈修正案 希山慕丁今早在国会走廊召开记者会说,他希望内政部最快能在下季国会会议,提呈内安法令的修正案。 他表示,内政部目前还需要收集非政府组织的意见,以探讨如何检讨内安法令。? “如果没有这么做,恐怕反对党又会吵着说修正案没有容纳公众的声音。” 抨击在野党炒作内安法令 他指出,在野党经常炒作内安法令的课题,但却不了解检讨内安法令其实急不来。 “反对党只懂在街头讲座会上炮轰政府,炒作内安法令的课题。不过对于国阵而言,我们需要观看整个大局,才能确定内安法令的修正内容。” 现有法令允许无限次扣留 首相纳吉是在上任后,宣布检讨备受争议的内安法令。在内阁改组后受委内政部长的希山慕丁曾表示,他将在检讨内安法令和媒体法令的过程中,先行聆听社会各方的看法,才会做出最后的决定。 在现有的内安法令下,警方可在不经审讯下扣留嫌犯60天,过后送往霹雳州的甘文丁扣留营再扣留2年。 更具争议的是,内政部可以援引内安令,无限次扣留嫌犯,意即即使嫌犯的2年扣留期届满,也可能在踏出扣留营的那刻,再遭扣捕。 目前12人仍被扣在甘文丁 较早前,希山慕丁在国会问答环节中披露,截至今日为止,霹雳州甘文丁扣留营内还有12名扣留犯,即6名马来西亚公民及6名外国人,包括回教祈祷团的头目马末沙拉末(Mat Selamat)。 政府是在5月逮捕绰号“逃马”的马末沙拉末。首相纳吉曾强调,内政部以内安法令逮捕“逃马”,完全在内长希山慕丁的权限范围,也符合国家法律。 不过,在野党议员今日却毫不放过希山慕丁,多名议员接连质问希山,为何不让“逃马”公平审讯。 逮捕“逃马”掀起朝野激辩 面对夹击的希山慕丁则不慌不忙地表示,政府援引内安法令逮捕“逃马”,除了要保障国家公共秩序外,其实也是要确保在座所有议员的安全。 “不要每次质疑国阵的决定,我们也是要确保议员们的安全。” 话音刚落,回教党沙亚南国会议员卡立沙末马上打岔,讥讽国阵援引内安法令,只是要保护国阵的地位而已。 针对政府迟迟未能公布内安法令检讨方案,希山慕丁也辩称,由于此事涉及国家安全,因此必须从长计议。 希山慕丁口误说要换政府 对于这个解释,回教党波格先那国会议员玛夫兹借题发挥,揶揄希山慕丁以前担任教育部长,也是经常声称要研究废除英化数理政策,但迄今仍未有一个定案。 “教育部每次说要研究,直到现在换了部长,最后的决定也还没出来。” 被挑旧事的希山慕丁再次重申“国家安全”的言论,但在情急之下,却错把“更换法令”,口误说成“更换政府”,顿时引起哄堂。 主持会议的副议长旺朱乃迪眼看朝野纠缠不休,指示议员进入下一道的问题,才终止这场闹剧。 林吉祥痛批政府自以为是 另一方面,行动党怡保东区国会议员林吉祥较后在新闻发布会上,痛批希山慕丁持有“政府最知道”的自以为是态度,不愿针对内安法令咨询公众的意见。 “当纳吉在首度演讲中就说,政府最大的弊病就是以为‘政府最知道’,需要纠正。这就是今天的情况,希山慕丁来到国会的态度是政府最知道,政府就是最知道国家安全和人民和谐的机构。” 他表示,内政部应该公开咨询各方的意见,包括所有大马人、政府和非政府组织,而是“巫统或国阵的检讨”。 他也失望,虽然纳吉在4月3日上台至今已经两个多月啊,但是内安法令的检讨仍然没有实质的进展。 |

Message from a group of concerned Singaporeans:
On May 21st 1987, 22 young social workers, lawyers, businessmen, theatre practitioners and other professionals were detained without trial under the internal security law and accused of “being members of a dangerous Marxist conspiracy bent on subverting the PAP ruled government by force, and replacing it with a Marxist state.” A second wave of arrests took place on June 20th the same year.
The detainees were forced to make false confessions by the way of mental and physical torture. They were subjected to harsh and intensive interrogations, deprived of sleep and rest, some for as long as 70 hours in freezing cold rooms. All of them were stripped of their personal clothings, including spectacles, footwear and underwear and were made to change into prisoners’ uniforms.
Most of them were made to stand during interrogation for over 20 hours and under full blasts of air conditioning turned to the lowest temperature. Under those conditions, one of them was repeatedly doused with cold water. Most were hit in the face while others were assaulted on other parts of the body. Threats of indefinite detention without trial were also made to them should they continue to deny the intentions that they have been accused to harbour.
They were then compelled to appear on TV with their confessions and were told that their release would be dependent on their performance on TV.
On 21st May 2009, which marks the 22nd anniversary of ‘Operation Spectrum’, a group of concerned Singaporeans will be demonstrating against the treatment of the detainees who were detained without trial under the ISA. You are invited to come to Speakers Corner and remember this day with us.

Kesedihan Rosmah hanya sekelumit duka mangsa ISA

Malaysiakini beberapa hari yang lalu melaporkan tentang perasaan isteri bakal PM, Najib Razak yang diberitakan merasa sangat berdukacita dengan segala tuduhan dan tohmahan yang telah dilemparkan oleh rakyat, terutamanya datang dari pihak pembangkang yang mengaitkan suami beliau Najib Razak dengan kematian ngeri seorang wanita Monggolia. Kesihan Rosmah kerana terpaksa menerima segala tuduhan tersebut, hinggakan sentimen itu terbawa-bawa ke Parlimen, dan ada antara ahli Parlimen menuduh suami beliau sebagai "pembunuh". Siapalah yang akan terima dan sanggup mendengar tuduhan berat seperti itu.
Sekiranya saya di tempat Rosmah, adalah lebih baik tuduhan-tuduhan liar itu diselesaikan di mahkamah saja. Biarlah hakim yang menentukan sama ada segala tuduhan itu benar atau sebaliknya. Bak kata orang tua-tua mulut tempayan boleh ditutup dengan nyiru, tetapi mulut manusia...tiada siapa yang tahu kemana sudahnya hendak dijaja cerita sedemikian rupa.
Rosmah masih beruntung kerana suami beliau hanyalah dituduh oleh pihak pembangkang yang tidak punya kuasa sama sekali. Beliau, sebagai isteri bakal PM, masih punyai 1001 kelebihan lain dibandingkan wanita biasa yang ditimpa fitnah seperti itu.
Rosmah mempunyai peluang terbuka untuk meluahkan perasaannya di mana-mana media yang beliau suka sama ada di surat khabar, radio atau televisyen. Beliau juga punya banyak wang untuk mendapatkan khidmat peguam handalan untuk menyaman mana-mana pihak yang begitu celupar itu.
Cuba bandingkan derita Rosmah dengan kesedihan wanita-wanita yang masih menjadi mangsa ISA, milik kerajaan Malaysia.
Puan Hapipah berasal dari Sabah. Suami beliau telah ditahan di bawah ISA bulan Jun 2002. Beliau yang menghidap penyakit jantung lebih empat tahun tidak bertemu suami kerana tidak mampu untuk datang ke Kem Kamunting yang terletak di Semenanjung Malaysia.
Puan Norhata, juga berasal dari Sabah telah dipisahkan dari suaminya yang ditahan di bawah ISA sejak tahun 2006. Beliau terpaksa membesarkan lapan orang anak bersendirian sepanjang ketiadaan suaminya. Sejak hari pertama ditahan di bawah ISA, beliau tidak pernah langsung bertemu suaminya yang kini masih dikurung di Kem Kamunting.
Puan Jo, suaminya ditahan di bawah ISA pada tahun 2006. Beliau juga tidak pernah melawat suaminya di Kem Kamunting kerana tidak mempunyai wang untuk datang ke Taiping, Perak. Pastinya wang lebih diutamakan untuk membiayai makan-minum lima orang anak-anak yang sedang membesar.
Suami saya telah ditahan pada April 2002... hingga kini beliau tidak pernah pulang ke rumah...Jika nak dibandingkan dengan Rosmah, nasib kami mangsa ISA adalah seperti langit dengan bumi. Suami kami di tuduh dan dinamakan oleh Menteri Dalam Negeri sebagai ahli "pengganas Islam" dan disebarkan oleh semua media kerajaan. Kami tidak pernah diberi peluang di mana-mana akhbar, radio atau televisyen kerajaan untuk meluahkan rasa hati sebagai isteri tahanan ISA.
Suami kami minta dibicarakan di hadapan hakim bersama bukti-bukti, namun hingga kini, Kerajaan Malaysia tidak pernah mendakwa mereka di mana-mana mahkamah.
Semua peluang itu ditutup rapat oleh pihak berkuasa. Dan yang lebih buruk polis Cawangan Khas (SB) terus-menerus digunakan untuk mengekori, dan memantau kehidupan kami. Sekiranya ada antara kami yang ingin menyuarakan bantahan terhadap penahanan tanpa bicara ini, mereka akan diugut oleh SB dengan mengunakan pelbagai cara dan saluran menyebabkan kami menghadapi tekanan emosi yang lebih dari biasa.
Sebahagian besar daripada kami tiada pekerjaan tetap, punya anak-anak yang ramai dan semuanya sedang membesar. Suami tidak tahu, bilakah tarikh akhir akan dilepaskan dari Kem Kamunting... manakala orang ramai pula turut takut kerana SB sentiasa memantau anggota masyarakat yang ingin membantu mengurangkan kesusahan kami, mangsa ISA.
Bukankah semua ini, lebih dahsyat lagi kedukaannya jika nak dibandingkan dengan masaalah Rosmah yang sedikit itu? Siapakah yang berani untuk membela nasib kami? - mns_

【大纪元10月3日讯】(大纪元记者杨晓慧综合报导)因不满马来西亚政府日前援引《1960年内部安全法令》进行逮捕行动而辞去首相署部长一职的再益依布拉欣,于9月30日发表一封至首相阿都拉的公开信,并表明马国第一任首相东姑阿都拉曼曾明确指出,制订该法案是要处理共产主义的威胁,而不是被用来消除异议,同时敦促目前仍是首相的阿都拉,能一劳永逸的废除《内安法令》,凭此举在马来西亚历史留下青史。
《内安法令》只对付共产主义威胁
再益在他的公开信中提到早期政府在1960年制订《内安法令》,是抱以非常谨慎的态度。马国第一任首相东姑阿都拉曼曾明确指出,制订该法案是要处理共产主义的威胁。他引述东姑阿都拉曼当时说过的话“我和我的内阁同僚们向庄严的国会及国家承诺,《内部安全法令》赋予政府的巨大权力绝不会被用来扼杀合法的反对派和消除合法的异议”
他指出,马国第三任首相胡先翁也曾重申这一立场,指制订《内安法令》的目的不是为了用来镇压合法的政治反对派及民主活动。
他表示,三个星期前所发生的事件,促使他反思政府援引《内安法令》的方式。这反思不幸让他有此结论,就是政府不止一次的令这个国家的人民失望,一再违背第一任首相,东姑阿都拉曼所作的庄严承诺。这是因为政府及有关法令错误的赋予内政部长,让他凭个人认为适当的任何理由来扣留任何人。这种主观的审核权已经被滥用来谋取某些政治利益。
历史是伟大的教师,在这次的事件上更是意味深长。人们即使草率的检验使用《内安法令》的方式,几乎从一开始就会发现,如今其原本用意已成为政治牺牲品。
多个滥用《内安法令》例子
再益在信中列举多项以往政府援引内安法令来打压异议份子的事故,其中他表示遗憾的是东姑阿都拉曼也背弃了自己的诺言。在他领导下的政府于1965年开创了一个先例,扣留了布哈努丁希尔米(Burhanuddin Helmi),他是一名地位崇高的马来知识份子、一名曾任回教党领导人的民族主义者。他被关押至1969年逝世为止。
再益表示,布哈努丁希尔米只是个政治反对派,但他竟被联想成涉及武装叛乱或共产主义活动。这场扣留是种畸变,允许政治践踏法治的令人遗憾的时刻。
他也列举发生于1987年茅草行动的可怕影响,其幽灵仍然困扰着政府和人民。当时共有超过一百人因威胁国家安全的说法而被扣留,而直到今日还有许多疑问未得到解答。政府从来没有清楚的向马国人民说明为何他们会被扣留,为何他们从没有被控上法院?那些被扣留者包括现今还活跃于国会的资深在野党国会议员。当时唯一肯定的是,巫统面临领导危机的时刻。巧合的是,最近一连串动用《内安法令》的逮捕行动,也是碰上巫统再次浮现领导危机时刻。
再益也列举了最近扣留陈云清、郭素沁及拉惹柏特拉的理由也有许多不足之处。首先,扣留扣留陈云清是为了保护其安全的解说是可笑的。郭素沁则被指挑起宗教情绪是毫无根据的,她获释后说明了这点。
至于著名的政府批评者拉惹柏特拉,再益认为,其尖锐的言辞不足以对国家安全构成威胁。如果政府认为他的作品侮辱回教、回教徒或先知,那就应以《刑事法典》提控他,而不是以《内安法令》扣留他。
再益在信中直言,他所提及的例子强烈显示政府是不民主的。从过去的25多年来,政府任意逮捕政敌、公民社会及消费者权益工作者、作家、商人、学生及新闻工作者,而他们的罪名,如果可以这么说的话,就是批评政府。他实在不理解为何这些人被视为国家安全的威胁。其事实是,政府已强硬的使用《内安法令》来打压合法异议。
国人已有智慧分辨真正威胁
再益表示他相信这个国家的人民已经成熟和拥有足够的智慧来分辨何者是“真正”威胁国家,而何者只是威胁某者的政治利益。其实马国人民已经知道,《内安法令》经被用来对付政治反对派,尤其是当领导层面对执政党内部或外来的挑战之际。
人民要求国家恢复为法制社会
再益在信中提醒首相说,这一届的全国大选结果清楚表明,人民要求国家能够恢复成为一个法治社会,因此他才被委任为负责法律事务和司法改革的部长。
在其担任部长半年期间,他曾试图推动改革,其中优先推动恢复宪法在1988年修改前,所具有的司法审核权。另外,他还设法采取步骤,协助司法机关重拾它曾享誉的独立性与权能。不幸的是,一些人把这些努力看作是不受欢迎的,因为独立的司法机关意味着行政机关将会缺乏“影响力”。
无论如何,让每个人享有独立司法及公平审讯的机会是没有错的。这是符合普世的人权准则, 也符合联邦宗教的教义。未经制衡而能任意扣留人的权力,是极之压迫的。他举例道,即使在一个永远处于战争的以色列国家,扣留权也不会只掌握在一个人手中,而拘留令也必须得到法官认可。
他也提醒道,对于一个正努力在全球舞台上寻找自己位置的社会,继续使用《内安法令》并不是好现象,而且对于国家永续发展起到关键作用的民主,也不是个好兆头。
再益最后敦促目前仍是首相的阿都拉,能一劳永逸的废除《内安法令》,凭此举在马来西亚历史留下青史。

再益依布拉欣(Zaid Ibrahim)是在今年3月8日大选后出任首相署部长,负责掌管法律事务。他是因不满政府在9月12日援引《1960年内部安全法令》扣留三人,而在逮捕事件发生三天后(15日)于下午二时致函向首相阿都拉巴达威请辞。
